Torrance is not served by one water system. Part of the city is on the City of Torrance Water Department, which the state lists with the State Water Project as its primary source. Another part is on California Water Service's Hermosa-Redondo system, which says in its own 2025 report that it serves Hermosa Beach, Redondo Beach and portions of Torrance.
Because the city is split, the first useful question at a Torrance address is which of the two bills you, and the answer changes what is coming out of the tap. Cal Water's 2025 report puts the local groundwater it draws for the Hermosa-Redondo system at 502 ppm total hardness on average, about 29 grains per gallon, against 234 ppm, about 14 grains, for the Metropolitan Water District water it buys. Those are source figures measured before the two are blended, so the number at any one tap sits somewhere between them. Cal Water disinfects that system with chloramines, which is worth knowing if you notice a chlorine taste. Hardness is a secondary standard rather than a health standard, so what it costs you is scale on glass and fixtures, soap and detergent that work harder, and water heaters that run less efficiently.
